BARSTOW AND FORT IRWIN STRENGTHEN RELATIONSHIP WITH SIGNING OF 4TH INTERGOVERNMENTAL SUPPORT AGREEMENT WORTH $90 MILLION FOR SOLID WASTE SERVICES
BARSTOW, CALIF. - The Barstow City Council and Fort Irwin officials held a signing ceremony on Tuesday, March 21st, 2023, to formalize the 4th Intergovernmental Support Agreement (IGSA) between the City of Barstow and U.S. Army Fort Irwin.
“This continues to be a big turn for Barstow and Fort Irwin.” said Mayor Paul Anthony Courtney Jr. “I get to be part of the 4th contract and over time, this income will help increase the quality of life for Barstow”
The IGSA is a public-to-public agreement that provides, receives, or shares installation support services between Army installations and state or local governments. The 4th IGSA agreement will be for the Solid Waste Services needed in Fort Irwin and is estimated to be worth over $90 million for a 10-year contractual agreement. SpecPro has been selected by the City of Barstow to fulfill the Solid Waste Service Agreement, and the City will receive a 3% fee to manage the agreement.
Fort Irwin and the City of Barstow have had three previous IGSAs, including Animal Control Services, Base Operation Support Services, and Central Mail Services, all of which have been on a 10-year contractual agreement. The new agreement will strengthen the relationship between the City of Barstow and Fort Irwin by providing additional revenue and labor streamlining to the local community.
Barstow Mayor Paul Courtney and COL Jason A. Clarke, along with Fort Irwin Leadership and Executive leadership from the City of Barstow, attended the signing ceremony at the Barstow City Hall Chambers at 9:30 am.
“This is our 4th IGSA with Barstow, each time we do this, it’s a great way to connect with the community and it’s clearly a team effort.” said COL Jason A. Clarke “It’s a collaborated team effort that has tremendously increased different revenue streams for the City and Fort Irwin. We look forward to doing more of these in the future!”
The agreement's services are expected to be implemented soon, and the benefits will be visible to Barstow residents and businesses in the coming months.
