From the City Facebook page: The City Council recognized Mrs. Loretta Carruthers known to the community as “Miss Loretta,” this evening as an outstanding citizen of our city who has served the Barstow community for over 5 decades.

Miss Loretta began teaching preschool in 1971 with Barstow’s California Head Start Program, and during her tenure moved on to Tot Time Pre-School as a teacher’s aide, was promoted to primary teacher, and immediately established an enhanced learning and creative educational environment for pre-school children.

San Bernardino County proudly honored Miss Loretta with a vibrant stone marquee sign located outside the Tot Time school building which reads, “Miss Loretta’s Tot Time.”

Miss Loretta announced her retirement this year, and the Barstow City Council wanted to take a moment to recognize and thank her for her many contributions, dedication, and outstanding service of educating children spanning across many generations.

The City Council would like to wish her good health and happiness and many hours of laughter and love with her husband Albert, their two daughters and two grandchildren, as she embarks on a new chapter in her life – retirement. From our family to yours – Thank you!!!
